哭穷信一般应该写给你申请的系的招生委员会主任。如果写给研 究生院这个官僚机构，一般没什么效果。毕竟他们每天都会收到大量的申请， 以及从中国其他地方来的数以千计的哭穷，他们不会在乎你的这封信的。

Dear Sir or Madam,
I have asked ETS to send my original GRE(XXXX)&TOEFL(XXX) to your departement, please use the photocopies in case the original ones may not arrive in time.
I did not enclose application fee in my package because I am really poor and the fee is much more than my monthly income while I have to support by myself.However, it doesn't mean that I will defer or waive the fee.Actually, I am trying all my best to collect money.Although collecting money will be really hard and time-comsuming,I will send the money as soon as I can!
It is well known that your graduate program is highly competitive and reviewing files will cost you much time.In order to save time, I beg you please review my application materials firstly.
Please do keep in mind that i am applying for your program with all of my energy and with extremely serious attitude.

To whom it may concern:
I am very sorry to inform you that I presently could not afford the high application fee that you demanded because of the following reasons:
1.The high foreign exchange rate,US$=RMB8.7.
2.My relatively low monthly income,about RMB 400 yuan and i have to maintain the basic living by myself alone.
3.The strict limitation in China to exchange foreign currency,at least in the near future.
By now i have got relatively high score in Toefl(XXX),GMAT(XXX) and GRE test(XXXX),I sincerely hope you can consider my specific situation and review my application to the enrollment of fall,2000.In the meantime,I will try any means to collect the application fee and forward the official GRE,Toefl or GMAT scores from ETS.
