爱尔兰曾被福布斯榜评为最适合经商的国家，并拥有一个非常理想的投资环境，移民爱尔兰成为许多海外投资移民者的首要选择。过去美国一直是爱尔兰外资投资的主要国家，但近几年来中国企业向爱尔兰投资力度加强，爱尔兰成为中国进入欧洲市场的基地。随着外资吸引能力的不断加强，国内就业人数也不断增加，居民收入水平得到飞速提高，从而推动了国内需求和消费能力的增长。近日有调查显示，爱尔兰消费者是最活跃的跨国网上购物者。
据媒体报道，根据Paypal最新研究数据显示，在过去一年里，有超过1/4的爱尔兰网上购物者在中国网站购物。
该研究还发现，过去一年里，有86%爱尔兰网上购物者(预计190万)进行跨国购物，几乎3/4的爱尔兰网上购物者在英国购物网站购物，38%在美国购物网站购物，而有26%在中国购物网站购物。
该调查还揭示，受调查的29个国家的消费者中，爱尔兰消费者是最活跃的跨国网上购物者。
爱尔兰人跨国网上购物的原因主要由于当地缺乏网上购物途径和商品价格不讨喜。超过3/4的网上购物者称他们在其他国家购物是为了买到物美价廉的产品，而73%称是为了购买爱尔兰购物网站买不到的产品。
Paypal全球运营副总裁Louise Phelan称，有26%的爱尔兰购物者从中国网站购物，表明爱尔兰网购者都是精明的买家。
她说中国的零售商和电商网站越来越有吸引力，“他们的产品以欧元计价，为爱尔兰消费者提供本地化购物体验。”

由于加拿大与各国有不一样的贸易协定，所以征税货物的应用范围很不一样。这有时也令消费者觉得难以预测，很难搞清。
克伦说：“有时侯，你从境外邮购的货物不用交关税，可有时却被征收了关税，你也搞不清楚为什么。看看自己买的东西，好像也无法找到征税或不征税的理由到底在哪”。
克伦先生介绍说，加拿大政府有一个网站，可以帮助网购者计算关税和其它消费税的成本，但在大多数情况下，也只是一个大概的估计。
加拿大边境服务局资深媒体发言人埃斯梅·贝利(Esme Bailey)介绍说，按照加拿大目前的关税规定，如果在境外停留时间超过24小时，那可以有200加元的免税额度，但不包括酒类和烟草制品。
超过200元以上，则需要缴纳关税和消费税。如果在境外停留超过48小时，那可以有800加元的免税额度，包括烟酒制品在内。
关于网购的运费
虽然有些网站上购物超过一定数额，可以免运费，但大多数网上购物都会收运费，而且标准很不一样。
克伦说：“再加上关税，通常消费者的购买成本要增加30%或更多。消费者协会有时接到投诉电话说，在网上买的东西价格才 35元钱，可最后总共支付了 60加元。对消费者来说，这当然不是一个很好的买卖，但问题在于你从来没有真正完全理解网购的一些程序和规定”
加拿大邮局的标准国际包裹递送收费为9.95加元，而像UPS和FedEx快递收费的标准会更高。边境服务局的贝利先生建议消费者在网购时对运费也要了解清楚，以避免有任何意外的收费。
当你觉得收费过高，已经达到不合理的程度，那可以拒绝接受送来的包裹，然后要求收费调整或重新评估。
此外加拿大网购者还有另一种选择，就是找到美国边境上的一家转寄公司，他们用美国的邮编地址替你接收寄来的货，你可以亲自去取，也可以要求它转寄给你。这些公司通常都有一个统一的较低价格(flat rate)。
消费者所要做的决定就是，你掏邮寄费用与自己跑一趟去取，哪个更合算。例如克伦住在温哥华，那里离美国边境上的罗伯茨角镇约一个小时的车程。那个小镇有20几家公司经营包裹代收业务，主要为边境另一边的加拿大人服务。
他说：“很多温哥华人周末过境到美国，边境上周六过关的车辆通常要排队一公里长。大多数人都不是去美国的景点游玩。而是要么购物要么去美国地址取自己的包裹”。
